I'm not familiar with the Toshiba unit but some electronic devices have a "circuit breaker" like switch that, when activated by a surge, will open the power circuit. If your friend's unit has no power when turned on this could be the case. If the unit is not under warranty you might e-mail Toshiba support and request advice on how to reset the device.
Many times "resetting" the surge protection unit means replacing it. A $60 repair obviously doesn't require much labor (about an hour) so it's probably something simple.
