If you get more, you have to put them in both places?
You're saying if a font is only in a users folder, it's not available otherwise?

Quite. Let us say that you have bough a Mac for your family. You create an account for yourself (with administrator privileges), an account for your wife, and accounts for each of your three children.
Your wife, and children can each rest assured that they'll have a modicum of personal privacy, and can install certain games, fonts, whatever, without fear of mucking up the entire system. The only thing they can't do is make those games, fonts, viruses, etc, available to the other members of your family.
As administrator, however, you can control what's available to all. You can install system updates, and device drivers.
If a font is placed in /Library/Fonts, it's available for all to use. If it's placed in /Users/Kid3/Library/Fonts, only Kid3 can use it. And if Kid3 trashes his user account, Kid2, Kid1, and Wife can use the computer without problems.
Perhaps you would also like to keep
fonts such as these out of the hands of ne'er-do-wells...
