I love cats very much but I will agree with you, there are some cats who don't like people. There are some dogs like that too.
Consider the situation. Clearly he was in a "shelter." He may have just been captured as a stray and hasn't had time to acclimate. He may have been a loving cat who was dumped by his owners and his world has turned upside side down. You might be a little grumpy in his situation too.
He may be feral, in which case that cat is never going to be a pet, or at least there's little chance of it.
I've volunteered in a city-run shelter where it was more convenient to euthanize the animals than it was to make an effort to get them adopted. I've walked the aisles and believe me when I tell you that those cats and dogs knew they were on death row.
Thru a humane agency, I rescued a mom and 3 kittens from that same shelter. The kittens hissed and spat at me. Mom was mellow. Their introductions to humans hadn't been a friendly one. I got mom and one kitten adopted and we adopted the other 2 kittens. All 4 have been the most loving cats you could hope for.
Edit: After re-reading what I wrote it might appear I was defaming the shelter this cat was in, which I didn't mean to. The shelter this cat is in may be a wonderful shelter. I was commenting on the shelter I had experience with.
