Soaker hose is different than the sprinkler hose you described. A soaker hose will "weep" water out through itself, whereas a sprinkler hose has holes punched every few inches. On a sprinkler hose, the water only comes out the holes, whereas a soaker hose will not shoot any water out, but simply allow it to ooze out from the entire hose (think porous membrane here).
Sprinkler hoses are useful for watering long narrow strips of lawn, and soaker hoses are more useful for watering plant beds, where you simply want the water to seep into the ground, directly below the hose.
I used both at my house, got tired of dragging various things around, and just installed a sprinkler system. Back-breaking work (especially digging several hundred feet of trenches by hand), by the payoff was worth it.
