It was a mediocre two-part episode.

I disagree. That would be Insurrection. I still think Nemesis is much better than that film.

Unfortunately, that's not saying much. I'll stick with the original poster's assessment, which would make ST: Insurrection a very baaaaaaaad two-part episode.

. . . one of the nicest things about Star Trek was that it implied the existence of a huge story universe, of which we the viewers only ever saw small bits. The Enterprise was only one of a dozen ships of her class, all doing the same kind of things, and the patrol-and-expoloration mission of Starfleet was only one of many activities of the Federation, itself one of a number of galactic powers.
In other words, there was plenty of space left in that universe for all kinds of storytelling, and to do the same kind of thing with a totally new show would require the effort of creating a completely new story universe.

All well and good, to be sure, but, it has been, is, and shall remain my contention (as often stated) that neither Paramount nor any of its appointed producers will ever let us see most of those different kinds of stories you may have in mind, especially not on the big screen.
It's rehashed space battles, cheesy romances, or shallow morality plays for mass-audience consumption, despite the diminishing returns.
With all the criticism I've levelled at "neo-Trek" (a.k.a. ST: Voyager and ST: Enterprise) on these boards over the years, some people have asked why I even bother to watch them and, of course, they never seem to get the message that my interest in the world of Star Trek totally transcends my enjoyment, or lack thereof, of any particular series (or movie), a point lost on a generation (or two) that's grown up wanting only to be "entertained" (or titillated) for a few minutes at a time.

If you are implying that episodes such as City on the Edge of Forever, Tomorrow is Yesterday, Yesterday's Enterprise, All Good Things etc are cheap/bad episodes, well then there is nothing further to discuss on this point.

Well, no, I'm not a particular fan of any of these you name, except (somewhat) for "Yesterday's Enterprise", but I'm saying---not just implying---that whatever value these episodes had as science-fiction is irreparably compromised by the trivializing time-travel gimmickry that sets up their story situations. (I'll have more to say on that in an upcoming thread.)

You do not seem to be open to entertaining any possiblity of a restart.
Instead of throwing darts at every idea how about offering up some options/ideas of your own.

My views on this have already been stated clearly and unambiguously elsewhere.
I have a pretty simple formula for these things: "prequel" or "reïmagining" = nothing new or creätive to say about a subject (and, although BSG (2003) has gotten away with its new take on the original, that's mostly because the original was (a) short-lived and (b), to be kind, not very good juvenile kitsch, to begin with).
That having been said, it seems to me that, if the present ST producers are hellbent on following this particular rehash path, the only possible viable way for them to go is, as someone mentioned earlier in the thread, to fulfill the "undocumented" missions of the five-year expedition of the original starship Enterprise.
I don't believe, however, that any actors (nor yet Hollywood "stars") will be able to successfully impersonate the characters with which certain previous players have become indelibly associated (even if they may, in fact, be better actors).
