Actually Will_B, Star Trek Nemesis had a terrific graphic design for the titles. It wasn't low budget to me. It followed a trend that may have started with Panic Room but probably goes back to North By Northwest by the great designer Saul Bass.

The lowest budget titles in my opinion of a Star Trek film is Star Trek II The Wrath of Khan. They don't match the first film and the rest of the films of TOS use the same font as the first film. That was embarressing. And the use of rented computer panels on the Genesis space station, which was Nicolas Meyer's idea I think. He liked blinking lights. Of course Trek 2 had a severe budget cut!
