Looks like the official release date is October 3, 2006. From Ultimate Disney...

Disney has officially declared October 3, 2006 as the release date for The Little Mermaid: Platinum Edition. The first preview for this much anticipated two-disc DVD reissue appears on the forthcoming Cinderella: Platinum Edition. The following four screencaps stem from this 80-second promo: 1, 2, 3, 4.
