I can tell you how to fix it. It'll cost you about $40.

Go to home depot, you'll probably find it in the garden section. Look for the section labled 'Trash Cans' or 'Garbage Cans' Buy one that does not yet stink. Bring it home. Voila- fixed!

THe hard part is throwing out the old garbage can. Took me three tries before they finally took away my old one. I had to cut it nearly in half before they figured out it was trash.
