The plastic sheets was what I was thinking as well. To add to it I know you can get sanding equipment that use a shop vac to filter the air. It attaches to the sander itself so the majority of the dust gets trapped. To add to that find somebody that has a Rainbow vacuum cleaner and use it in it's air filtration mode on the sanding side of the plastic sheeting to capture the rest of the dust. A wet/dry vac with a little water in the bottom would be a choice as well but not as good as the way the Rainbow's water trap function works. I've seen really inexpensive filter systems built with just some carboard, a box fan, and some ac filters as well. So there may be more than just a few ways to skin this cat.

Of course you could try one more coat of the paint to see if it helps, from a fresh supply of the paint. It sounds like maybe the 3rd coat came from a different can and it wasn't the same as the first two?
