If you are using Hotmail, check this site out.

If you are using Outlook 6 and want to access your hotmail account with the program then check out

Another possibility is that your ISP's mail server is down.

Edit:

I should add that you would use your own ISP's server name rather than the one on the referenced site. The instructions should be the same however.
