This isn't going to work. If she buys a cell phone in Spain then you will still have to dial the international dialling code for Spain before the number and it will cost more than calling a land line in Spain. If you take a phone from US/Canada to Europe and call it then I think you will only pay a local call, but the cell phone user will probably pay roaming charges which will be high.
The cheapest route I would have thought would be get a pre paid card. I picked up a pre paid card in toronto and paid $10CDN for it and got 6 hours call time to the UK with it.
