The movie is now released in HK in DVD, will be released in Blu-ray later. The disc has no feature other than some trailers, and is in fact single-layer. Sounds like a typical double-dip from Sony. It is region-free for those who care.
AFAIK, none of the DVD portions of current HD DVD and Blu ray players are region free (not even those players sold in Asian countries, but I'm not sure about Europe tho'). And you will need a dedicated region free DVD player for those...
If the movie is open-matte and not P&S, then it may make sense (from studios point of view) to release this movie in 4x3 as the target audience may want to see "more of the screen" even though those are not supposed to be seen.
Actually, I had both the 4:3 VHS and the current widescreen DVD, and yes, in some scenes, some of Betsy skin has been cropped, including the famous horse riding one The ideal DVD release is that it will include both 4:3 and WS versions.

MGM seems to be the "pioneer" in removing burned-in subs and captions in their DVD back when Tomorrow Never Dies first DVD release.

I've read somewhere in a HK forum that they have the same transfer.
It seems to be so, I've seen both US and Canadian editions (both wrapped), and the latter one contains English/French text at the back. However, I'm not 100% sure if the Canadain version is stuck with a removable paper or not.
