HTPC - Sound question

Hi guys,

My friend has a pretty good HT system.  Right now a PC is connected to the system via a PC port in the tv.  The sound that we get when watching movies saved on the PC hard drive goes through the tv, to the receiver, and out through the speaker system, but is pretty flat (basic stereo sound I guess).  I have a couple questions:

When you save a DVD rip to the hard drive, is the dolby or DTS sound encoded? 

Can we add something to the HT or PC so that we can listen to these dvd rips in surround sound?


Sorry if my question is ignorant of the basics - I'm very new to this.  Any help is much appreciated!
