35" Toshiba Television troubles

I have a 36" Toshiba CRT television about 10 years old. It recently started to display a line approx. 1 pixel in width horizontally an inch or so up from the bottom of the screen. It comes and goes but now is nearly always present. Now there are occasionally two lines and they bounce around near the bottom portion of the screen. I'm thinking that there are some caps in the vertical circuit that are starting to go. Any thoughts greatly appreciated.

Yes, probably a couple of caps in the vertical output and feedback to the processor chip (that develops the drive pulses). If it's the traditional problem, then it's the two caps with red-ish covers. (as opposed to gray-ish plastic) One is near the output IC and one is near the processor IC.

The output IC, of course, could also be failing, but the first step is usually to replace the red capacitors.
