Provenza has always fancied himself a ladies man, is always flirting and always seems to have something going on. As I recall he was going after a witness (or two) towards the end of last season. In the opener it is clear that one of those relationships has gone sour. It isn't terribly surprising that we don't know which one because - apart from Brenda and Fritz and Will and his divorce - we don't get much into the private lives of the characters. (Daniels and Gabriel were an exception as they are both members of the squad. Even the Brenda/Fitz thing derives largely from their professional relationship, and the only reason we got into Will's divorce is that he and Brenda work together and she was called as a witness.)
So Provenze got dumped over the hiatus and was grumpy about it. Then he got a new lady and was so happy about it that people started noticing it. In the following episode he had toned it down. Ever notice the difference between newlyweds and married people? That first rush of excitement does tend to wear off.

And Provenza, who is usually a fairly private person, and who doesn't like getting ribbed by the younger detectives, would naturally get a grip on himself so as not to invite too much scrutiny after the intial burst of euphoria.
There is still nothing at that suggests that any episode was run out of order. Especially given that all the
other continuity markers (especially Kitty's illness) track in a perfectly linear fashion. It would be a really odd episode in which Kitty's story moved forward but Provenza's moved backwards.
Occam's razor. The simplest theory that fits the available evidence is likely the correct one. In this case the simplest theory is that the writers and schedulers responsible for the show know what they're doing and that you and your wife misunderstood some dialogue and plot points.
