I Need The Title Of A Fox Charlie Chan Film

I may be wrong, maybe probably wrong, but there was a Charlie Chan film from 1937, 1938 or 1939, which is set in Europe, and Chan is at an international peace conference. He makes a speech at that conference. Can anyone remember the title of that film and what the speech was?

CITY is indeed likely the film but it wasn't a peace conference and Charlie didn't really give a speech; just made a few comments to his friends at the reunion he was attending. At the end of the film (not a spoiler) C. Henry Gordon's character says something to the effect that "there will not be a war" (meaning WW2) because of the efforts of the various leaders. Chan utters a Chanism warning of overconfidence. Quite ironic considering that war did indeed break out.

This is the Fox Chan film that people usually cite as being the most atypical of the Fox films. I've always contended that Chan is essentially a supporting character in this film and Harold Huber is given way too much screen time with his maniac character. It's not a bad film, just lacking many of the elements that made most of the Fox Chans so enjoyable.

This must be the film where Chan says, "Wise man has said: beware of spider who invites fly into his parlour." This clip was featured prominently in the advertising for Fox's misbegotten 1976 Beatles' tribute ALL THIS AND WORLD WAR II, as well as the final film.
