Is the new 5.1 mix noticeably better? I believe the previous special edition had 2.0 Stereo, but in all honesty that was perfectly fine... for me atleast.

Basically, Miramax lost the rights, they reverted back to Canal+, and Canal+ relicensed it to Lionsgate as part of their overall deal there. The supplements are the same, since Miramax used their master material the first time around and created no content of their own.

Held one in my hand in Waterloo today, the French soundtrack is 5.1 according to the package.
