Here's the situation:

I recieved a few DVD's in the PAL format. I'm using Nero express to convert them to NTSC. It takes a long time but is working well.

The odd thing is that I am quite sure the DVD-R's I recieved are the regular 'ol single layer DVD type.

But when the titles are imported from that disc onto Nero's software for making DVD's, they show as much larger than a single layer DVD can hold. So I have to put what was formally on one DVD-R in PAL onto 2 in NTSC.

Is Nero being fooled into thinking the file size is bigger than it is because of the different video standard or is Nero figuring in an increase in file size to convert from PAL to NTSC?

Looking at what is burnt on the surface of the final NTSC disc is congruent with what Nero says the file size is.

When a PAL disc is analyzed by DVDshrink, it simply comes up in totality as being within the single layer size. But DVDshink is not converting it to NTSC.
