Did Buena Vista lie about Home Improvement seasons 6 & 7 problems?

As I'm sure anyone who has these sets can attest to, there are frame rate issues on many episodes across both of these sets. Today I spoke with a "technician" at Buena Vista Home Entertainment who claimed that it is a source material issue. He said they were stored poorly because "years and years ago" nobody could foresee DVD. Of course, regardless of that, we are talking about a show that ran in the 90s. At that time shows were, I presume, no longer being stored without care as in decades before. And it's funny how these issues did not affect the first five seasons, isn't it? And the drop in quality control happened just as the packaging was being downgraded. What I'd like to know is, has anyone received this or any other response from Buena Vista regarding these issues?

They claimed "source material issues" with a season 5 episode of The Golden Girls that is missing a 30 second scene. I call BS on both.

I didn't even mention the fact that when they messed up season 7 of Golden Girls, and offered replacements, they lost mine! I had to buy a new copy, which thankfully didn't have the faux widescreen episodes this time.
