Using the one-two punch of Google and IMDB (and the date of 1978 on the picture), I'm going to guess Evening In Byzantium (since it has both Glenn Ford and the "slap-ee" Erin Gray). Looks like a made for TV movie about terrorists at the Cannes Film Festival also starring Eddie Albert, Patrick Macnee, George Lazenby and Shirley Jones as a junkie.

Damn, that's gotta be good.
