Is there a low end DV camcorder with an external microphone jack on the market. Or, if not, what will I have to pay to have this feature?

Canon Elura 100 can be had for around $300. Picked by camcorderinfo.com as the Camcorder of the Year.

Doesn't have a headphone jack, though you could rig something up through the AV outs, some RCA adapters and headphones with inline volume control.
