What would I use to upscale cable and SVHS to progressive for ae100? (1 Viewer)

What could I use to upscale NTSC cable TV signal and SVHS signal to progressive for an AE100 LCD projector (856 x 484)? Looking for the least expensive. My PC right now has a Matrox G400 max Dual-head. I could get the rainbow runner to use as video input. Could I use some software to line-double, squeeze and zoom a 4:3 widescreen image?

get dscaler and a compatible input/capture card, it's the best solution out there short of a $500+ holo3d card. don't waste your time with the rainbow runner.
