Is it true that if you play a blank tape in your VCR for a certain amount of time it will clean the heads?

No more than actually watching/recording a tape.

The tape-cleaners have rough surfaces that scrape/collect dirt/dust from the heads like a paper towel. Recording tape is smooth & flat like plastic wrap.

Try using plastic wrap to wipe up a kitchen spill next time.

Unless you have a really old VCR (one that has a counter) it won't work at all. If you press 'play' it will just sit there and silently laugh at you.
