They're too damn expensive!
Also, every single episode of TOS and TNG have been released on video individually, and a lot of people had bought them - while DVDs are awesome and all of that, if you've already spent all that money on the VHS collection, is it that worth it to rebuy all of the TNG boxsets at $100+ a pop? Point being, a lot of the die-hards that Paramount thought would buy anything Star Trek already had all of the episodes.
My season one "West Wing" boxset cost me about $35 from Amazon. A single season of TNG would run me $100 or more. $700 for the entire series. If they were priced more reasonably ($30-$50), I'd be buying. But not at this price. I can get my Star Trek fix from Netflix or from cable reruns.
