The forum rules state that you shouldn't reply to people who post inappropriate material, so why would replying with IBTL be any less appropriate?

Chicken and egg problem: These threads draw "IBTL" responses because they're already near the top. The replies only briefly extend the time they'd be there. Hardly any of these threads last long enough to drop off the front page before being locked - precisely because people are reporting them (or moderators are spotting them on their own - in part because they're still on page one.)
