There was this small piece of "news" about Scorsese and possible Frank Sinatra biopic some time ago (I guess around May, 2008) in Toronto Sun/Sun Media:

(Tina Sinatra) "Marty has always wanted to do this" Sinatra told Sun Media during a phone interview from Los Angeles.

"Sinatra admitted it is premature to officially announce Scorsese for the biopic. Initially, she referred to the director as "the most prominent Italian-American filmmaker" working today in Hollywood.
When Sun Media guessed Francis Ford Coppola, she said: "We adore him but he didn't step up to it."
When Scorsese's name followed, Sinatra offered this: "I can't tell you yet but you're warmer."
Laughing, Sinatra later confirmed it was Scorsese. "You'll be reading about it very soon ... oh, go ahead and print it, I don't care!""

Nothing "official", but still pretty promising news.. Could it really happen? Scorsese would be a perfect choice for this, hands down. IMO, this would require at least "two movies" (younger Sinatra/mature-older Sinatra).
EDIT: Then again, there was that Dean Martin biopic also at one time in the early 2000s (e.g. http://www.aintitcool.com/?q=node/3842 ), but eventually it was dropped. So who knows...
EDIT2: About "Dino".. Based on Scorsese, that project is offcially "dead". More about it in the following interview:
