George, I like your approach and categorization—although (as you might suspect), I disagree with some of your evaluations. I’m going to give this some thought.

In terms of rating the films, here's how I find the winners (regardless of whether they SHOULD have won or not). I've not yet found a BP winner to be terrible of the fifty plus I've seen. Clearly I think the early nineties was the period Oscar got the most right, or maybe there were just more great films then. :)

SUPERB
2003 The Lord of the Rings: The Return of the King
1995 Braveheart
1994 Forrest Gump
1993 Schindler's List
1992 Unforgiven

1990 Dances With Wolves
1981 Chariots of Fire
1976 Rocky

I too, really like how George sorted out his list, so here's the same films reordered that way, very interesting.

In terms of how meritorious a win was (in comparison to the other nominated/unnominated films from that year)

COMPLETELY DESERVING (best film of the year)
1995 Braveheart
1993 Schindler's List
1992 Unforgiven
1990 Dances With Wolves
1974 The Godfather, Part II
1973 The Sting
1972 The Godfather
1965 The Sound of Music
1962 Lawrence of Arabia
1960 The Apartment
1957 The Bridge on the River Kwai
1943 Casablanca
1941 How Green Was My Valley
1930 All Quiet on the Western Front

BEST of the year, but seen very little to compare it too
1988 Rain Man
1986 Platoon
1984 Amadeus
1978 The Deer Hunter
1970 Patton
1966 A Man for All Seasons
1961 West Side Story
1953 From Here to Eternity (Shane)

DESERVING, not necessarily the very best, equal or slightly less than other films
2003 The Lord of the Rings: The Return of the King (In America)
2000 Gladiator (Almost Famous)
1999 American Beauty (Fight Club, Sixth Sense)
1997 Titanic (L.A. Confidential)
1994 Forrest Gump (Shawshank Redemption)
1991 The Silence of the Lambs (Beauty and the Beast)
1982 Gandhi (E.T.)
1981 Chariots of Fire (Raiders of the Lost Ark)
1977 Annie Hall (Star Wars)
1976 Rocky (Network, Taxi Driver)
1971 The French Connection ( A Clockwork Orange)
1967 In the Heat of the Night (Bonnie and Clyde, The Graduate)
1964 My Fair Lady (Dr. Strangelove, Mary Poppins)
1959 Ben-Hur (Anatomy of a Murder, Some Like it Hot)
1954 On the Waterfront (Seven Brides for Seven Brothers)
1946 The Best Years of Our Lives (It's a Wonderful Life)
1950 All About Eve (Sunset Blvd)
1940 Rebecca (Philadelphia Story, Grapes of Wrath)
1939 Gone with the Wind (Mr. Smith Goes to Washington, Wizard of Oz, Ninotchka)
1938 You Can't Take It with You (Grand Illusion, Adventures of Robin Hood)
1935 Mutiny on the Bounty (Informer, Top Hat, Ruggles of Red Gap)
1934 It Happened One Night (The Thin Man)

UNDESERVING, too many other superior films
2005 Crash (Brokeback Mountain, Good Night and Good Luck, Munich, Mrs. Henderson Presents, the Family Stone, In Her Shoes, Kiss Kiss Bang Bang, Batman Begins)
2004 Million Dollar Baby (Eternal Sunshine, Incredibles, Passion of the Christ, Ray, In Good Company, Finding Neverland, Aviator)
2002 Chicago (Spirited Away, Gangs of New York, The Pianist, Two Towers)
2001 A Beautiful Mind (Fellowship of the Ring, in the Bedroom, Gosford Park, Moulin Rouge)
1975 One Flew Over the Cuckoo's Nest(Jaws, Dog Day Afternoon)
1969 Midnight Cowboy (Butch Cassidy and the Sundance Kid)
1937 The Life of Emile Zola (Stage Door, The Good Earth, Captains Courageous)
1932 Grand Hotel (The Champ, Red dust, Scarface, Horse Feathers, Trouble in Paradise)

there was a book published in 1992 called the alternate oscars, the author picked alternate picture and lead actor and actress 'wins' for each year, he only matched up with the academy six times (All Quiet on the Western Front, Casablanca, West Side Story, Godfather, Annie Hall, and Platoon).

here's his list, the full book includes other great films, he feels were worthy as well as performances and detailed explanations of his reasoning each year, it's a pretty interesting read.
