With wet conditions, the metal grating/surrounding ground can become more electrically conductive than normal. If an electrical fault condition exisits (Phase to ground), in the general vicinity (by vicinity, we are talking feet up to hundreds of feet), a step potential can develop between the grating and and the surrounding ground. When the man stepped off the grating to the adjacent concrete, he created this "step potential" and hence received a shock. Children have actually been killed from this potential around improperly grounded street lights.

Unless someone reports a power outage, it is very difficult to generalize the location of a fault on a LV distribution system.

I tell you, it's got me doing the special metal grate dance. I avoid them as much as possible and it's a shame.
