You can open the .jpg in Microsoft Paint and then saves as a .gif

Go to accessories in programs menu...u'll see it saying "Paint"

If you have Adobe Photoshop, it's easy. Just open up the .jpg file you want to save. Then do this:
File > Export > GIF89a Export > Okay > Name your file > click Save
