Does each Disney studio (Touchstone, Miramax, Walt Disney Pictures, Caravan, etc) have their own home video division which produces DVD and special features, then all are distributed by Bunea Vista, or is there just one division that handles hoem video for all the studios?

Buena Vista Home Entertainment is the home-video division of the Disney Studios, not just a distributor. Except for some independence in business and marketing with Miramax, BVHE does it all from what I've seen.
