Although Play.com sells UK R2 discs, they're still eligible for import duty and VAT when they enter the UK. However, there is a Customs rule that exempts packages valued at less than £18. Play do on the other hand pay VAT on R2 box sets (which is why they aren't a lot cheaper than from other sources). Either way you don't get hit by Customs.
The £18 rule is an EC quota, by the way, so the Common Market is worth something after all.
As a rule of thumb, you should never have to pay import duty unless you're buying box sets or having a number of discs shipped in the same package. And that goes for any international retailer.
