Can a DVD-ROM convert from PAL -> NTSC? (1 Viewer)

I believe I recently read on another forum that a DVD-ROM can convert a PAL signal to NTSC. I'm not sure if my DVD-ROM is region-free (I'm going to check this weekend), but if it is region-free, would I be able to play a R2 PAL disc on it? I'm using Cinemaster player (not sure which version) and PowerDVD 3.0. Thanks.

Not only will it work, it will be perfect. The set top units that convert PAL -> NTSC usually have some serious compromises in picture quality. I've looked at many PAL (and NTSC) discs on computers and both look excellent.
