I'm no expert, but one of the best pieces of advice I received from the forums was to allocate your budget 25-35% on the receiver and put the rest toward speakers and sub.

I'm not sure how kosher it is to discuss prices from different sites so I won't go into specifics, but I will add that you should online chat different vendors and see if any will lower their price.....it may bring some receivers into your price range.
