Having owned a DPS-10 and auditioned a Bic, I'd say performance will be fairly close. The Bic is very clean with better extention than the VRP. Just because it's a budget sub don't count it out. Now if you do go up in price then the < $500 subs from SVS or Hsu, the performance will likely be...

I think the 7s are nominally 6 ohm, but the rest of the LSis are 4. At moderate volumes you shouldn't have a problem with LCR, but watch the heat...and I'd look into a used amp, it will improve your SQ.

That Velo won't fill your room. The DPS 12 would have been a closer comparison, but it won't come close to either the SVS or Hsu. 3600 cube will still require near field placement to get the most bass impact, but you'll still be impressed with either sub. I own SVS, but VTF3.2 is very nice as well.
I've only heard the Ascends once and kept RTi8s for about a month, but IIRC, the Polks do have a larger more detailed soundstage, a more colored/dynamic sound, but lose control a bit in the upper ranges. Some content was too bright and could sound harsh. The Ascends while more nuetral never lost...
Haven't heard the Outlaw sub or the NSD, but have compared the Hsu VTF3.2 and the SVS Plus subs. I figure it's a pick'um decision. You might slightly prefer one to the other(I know I do), but both deliver tight clean bass in large quantities. I doubt if you'd be unhappy with the Outlaw either...
