Are there other options to the Ocelot? I have no objection to using the Ocelot, but just curious what else is out there that will do this type of IR interception and translation. I would google if I knew what to search for, but all I seem to be able to turn up are simple IR distribution blocks.

The STBs are Motorola VIP1200 and VIP1216. In the past I've tried to find info about any alternative IR code sets, but I haven't been able to find anything. If anybody knows otherwise, I would be interested to know.

Yes I have actually. Rather pricey and some of their offerings are a minimum 2 or even 3 feet (flexibility issues I imagine). What I was hoping to find was someone offering a complete line of various configurations in various lengths starting at .5 meter or so.
