WNET is only available for people who live in the NY DMA and subscribe to the locals package. If you do not live in the NY DMA then will not receive this channel. It is not available in the distant nets package.

According to the DirecTV website, your local channels are the NY networks and not the Philly networks. If you are subscribed to the network channels then you should be getting the NY channels. I don't know what channel numbers are on DirecTV.
