I'd also warn that two version of the Goodtimes DVD exist and it appears that only one of them has the original soundtrack. My copy (original soundtrack) came in a snapper. I've seen a Goodtimes version in a used DVD store that came in a keep case and had different cover art.

The $10 million dollar figure is to restore the film elements. Doing a clean-up for home video is a different beast entirely. This is akin to North by Northwest, which looks great on DVD but needs restoration to look as good on the big screen.
